Default Windows 7 Problem on a desktop

So I was browsing this website the other day on the pop-in-laws Win 7 desktop. For some reason the scroll bar would want to go all the way down to the bottom and the moment I let off the left mouse click it would jet right back to the bottom of the bar again and stay there.

I restarted the computer and after a few minutes it started doing that same shit again. So I closed out firefox and went to start up some Old Republic. When I tried to click the TOR icon on my desktop it clicked something that was down and to the left of the icon, not where the cursor actually was.

As I couldn't get it's click location under control I had to power down the PC using the power button. Upon firing up the PC later it won't boot windows. It would get so far and then just not do anything. (it would get to the windows loading screen with windows 7 logo at the bottom and just never go any farther).

So I made a repair/boot disc on my wifes Win 7 laptop and booted from it. I got into the windows repair utility using the disc and it'll get to the process where it says it's searching for windows 7 installations (it lists the primary one) but it keeps searching and searching and never stops. As a result I am unable to click the instance of windows 7 that is listed and repair it.

Any idea WTF this stupid Acer desktop is doing this time? And what exactly are my options at this point? I've tried booting in safe mode, etc but it always goes straight to the windows repair function and it does that endless searching thing every single time. (let it run for 7 hours last night while I slept and it was still searching this morning when I got up).

Sounds like the down arrow is fucked up on the keyboard, or the scroll wheel is fucked up on the mouse and stuck in position. Seems unrelated to Windows 7.

Well here I am, lucky to be on the internet at all. The desktop is still a brick and my wifes laptop experienced a windows 7 repair and reboot problem and has to be reformatted and restored to complete factory condition. It was working fine when she used it last and shut it down with no problems and then this bullshit after restarting.

So with me being on the internet, does anyone know where I can get a legit for sure download to install windows 7 on the desktop from a burned CD image? I have the registration key from the PC, I just need to be able to burn an install CD to do a completely format/reinstall from scratch for windows 7.

Check out this page. I do not know for sure if this is exactly what you're looking for, but looking at the links, and checking a few other pages, all seem to link to this same site.

This link i'm putting here links to said location and has some basic instructions as well. Again, I haven't personally verified any of this, nor will I, but it's where i'd start in your shoes.
